Yes, you can use Open Orienteering Mapper.

It will now import OCAD 10 files.

You can then do a Save As and save as type OCAD. This currently saves it as an OCAD 8 file.

Disclaimer: It looks as though it does a pretty good job to me, but I only spent 5 minutes trying it to answer the question.
