How can I create a partial map for planning from a map that is a work in progress ? I need to export exactly the same area each time so that the planner's software doesn't move the controls.

Create a new map part.
On that map part, use a symbol that is bright and otherwise not in common use - something like the uncrossable boundary - to draw a bounding rectangle on the exact area that you want to export.
Save the file. This is the master.
Make a copy of the file.
Open the copy and merge all the map parts (Map|Merge All Parts)
Click on the bounding rectangle to select it.
Click on the Cutout button, or use Tools|Cutout.
Press the enter key
Save the partial map.
